# Collections case

> Regulated handoff of a delinquent exposure to a licensed collections agency.

A collections case records the referral of a genuinely delinquent credit agreement to a licensed agency: it opens only while the agreement is advanced and a triggering installment is overdue, the agency accepts custody through a just-in-time decision, contact attempts are ledgered against the case's own regulatory caps, and the case closes as recovered (lump sum through a kernel transfer), plan agreed (the schedule rides the restructure grammar), recalled by the creditor, or returned uncollected as the honest failure path.

### recover

Closes the case with the agency's reported lump-sum recovery: settles the recovered amount from the debtor's account into the recovery account through an ordinary kernel transfer, gated on the agreement still being advanced and refused past the referred amount. The recovered amount persists on the case and reduces the agreement's outstanding balance at settlement. Partial-recovery streams are not recorded here -- a negotiated schedule is the plan path.
